Lowest Stemmons a break out project from Project Pegasus. The purpose of the Lowest Stemmons project is to leverage existing funding to provide interim operational improvements to the congested I-35E corridor. This is a Texas Clear Lanes project. Texas Clear Lanes is a statewide strategic plan to provide congestion relief through non-tolled roads and is focused on the five largest metro areas in Texas.
Increased traffic along the I-35E corridor coupled with regional population growth in Texas has created travel demand that exceeds its current capacity. The existing I-35E facility is an essential element of the local and regional transportation system.
The purpose of the 2.2-mile project is to meet local and regional travel demands by increasing capacity; upgrading the transportation infrastructure to meet current FHWA and TxDOT design standards for interstates, bridges, and frontage roads; thereby improving the safety of travelers along I-35E. The project will eliminate the high traffic volume weaving to and from Woodall Rodgers Freeway and the Dallas North Tollway by building collector-distributor lanes that allow traffic to exit the highway earlier to avoid high-weave locations. The project also features capacity improvements on frontage roads. The project's estimated congestion benefit will be to increase the average speed on select links within the major freight corridor from 13 mph to 50 mph (morning peak period).
